Former Lieutenant Governor of American Samoa and Democratic House of Representative in Congress. He served in the United States Army from 1966-1969, the United States Army Reserve from 1982-1989 and the Vietnam War with the rank of Captain.

Staff sergeant in the 1993-2010, HHC, 103rd Sustainment Command (Expeditionary) unit. He served from 1993 – 2010. His combat and non-combat operations include the 2004-2005 Operation Iraqi Freedom and 2010-2011 Operation New Dawn.
